As I've commented before, saying that any service (like healthcare or education) should be a universal "right," means in practice that you get it in the (rationed) amount and form the State wants you to have, and that buying it in the form you want becomes much more difficult (if not criminalized).

Would those services include the extraction and exploitation of natural resources, perchance?

British usage has "public" as in public telephone or public house, not state provided, so Public Schools are so called in contrast to religious schools. Private education was once home schooling, assisted by tutors. What you call Public Schools are known openly as State Schools. Before they decayed, and before the externalities favouring unemployment greew too much, these sorts of across the board state provision of services helped the poor price themselves into work; it wasn't always a net economic cost.

There are also religious schools--and these don't have to be dogmatic, authoritarian institutions. For example, there are Unitarian churches in India, which have the ability to tap into the liberal religious network in wealthy countries for funds.
